The Root River Trail Extension-Citizens Exploratory Committee (RRTE-CEC) was established through a Memorandum of Agreement (MOA) to Jointly Cooperate between Houston County and the cities of Houston, Hokah, and La Crescent. The agreement is a semi-formal mechanism between Houston County and the three cities to cooperatively work together on a trail plan for the possible extension of the Root River Trail from Houston to Hokah to La Crescent. The members are all volunteers living in Houston County and there are two representatives appointed by the Houston County Board of Supervisors and two representatives each from the cities of Hokah, Houston, and La Crescent who were appointed by the city councils of each city for a total of eight members.
